You have been asked to brief a half dozen freshman senators that will soon be members of the National Security Committee. You are required to explain the functions of the Department of Homeland Security and Federal Bureau of Investigation in relationship to their responsibilities for intelligence and interdiction of terrorism from state-sponsored terror and terror organizations with foreign ties.

The overall function and mission responsibility of the Department of Homeland Security (DHS) is to safeguard the American people, our homeland, and our values. This includes preventing terrorism and enhancing security, securing and managing our borders, enforcing and administering our immigration laws, safeguarding and securing cyberspace, and ensuring resilience to disasters.
The Terrorist Threat Integration Center (TTIC) is a component of the DHS that plays a key role in the intelligence and interdiction of terrorism from state-sponsored terror and terror organizations with foreign ties. The TTIC is responsible for analyzing and integrating all terrorism-related intelligence from both foreign and domestic sources, and then disseminating this information to the appropriate federal, state, and local agencies for further action.
The capabilities and importance of the DHS Counterterrorism Center (CTC) include the ability to analyze and disseminate intelligence on terrorist threats, coordinate the activities of federal, state, and local agencies, and conduct operations to disrupt and prevent terrorist attacks. The CTC also plays a critical role in the development of national counterterrorism strategies and policies, as well as in the training and education of first responders and other personnel involved in counterterrorism efforts.
The operational role of the FBI’s Counterterrorism Division (CTD) is to lead the FBI’s efforts to detect, disrupt, and dismantle terrorist networks and operations both domestically and internationally. The CTD is responsible for investigating and preventing terrorist activities, and also works closely with the DHS and other federal agencies to share intelligence and coordinate efforts.
To ensure that state and local law enforcement agencies develop homeland defense and security strategies, the federal government provides grants through the DHS’s State and Local Homeland Security Grant Program. These grants can be used to fund a variety of activities, including training and equipment for first responders, risk assessments, and the development of emergency response plans.
State and local law enforcement agencies can also develop homeland defense and security strategies through participation in regional task forces and fusion centers. These centers bring together federal, state, and local agencies to share intelligence and coordinate efforts to prevent and respond to terrorist threats.
These methods have been effective in improving the ability of state and local law enforcement agencies to prevent and respond to terrorist threats. For example, the State and Local Homeland Security Grant Program has provided funding for the training and equipment of first responders, and the regional task forces and fusion centers have improved coordination and information sharing among federal, state, and local agencies.
A potential way to improve these planning methods would be to increase the participation of private sector partners in the regional task forces and fusion centers. This would allow for the sharing of information and resources between the private and public sectors, and help to enhance the overall security of the nation. Another potential improvement would be to increase the focus on intelligence-led policing, which would allow for a more proactive and targeted approach to preventing and responding to terrorist threats.

They are planning to go to Battle Creek, Michigan and poison a major cereal brand as a protest for not getting their wheat subsidies from the United States. They plan to coat all of the sugar-coated cereals with anthrax. Information has surfaced that an employee at the cereal plant is a Fenwicky National.
