Population Health Concern- HIV&AIDS
Currently, in the United States, more than a million citizens are living with HIV & AIDS and a group of these positive citizens is not aware yet that they have the virus. The size of these people living with HIV & AIDS is relatively smaller compared to the entire population in the country (Schmidt, Carson & Jansen, 2019). However, the positive population is highly concentrated among the most affected populations. The most affected population in the United States are those men who have sex with other men especially African American Men.
One of the factors that have contributed to the spread of HIV and AIDS in the United States is the sexual intimacy among Black men with other men. Annually, 66 percent of the total HIV infections consist of African American men (Schmidt, Carson & Jansen, 2019). According to research that health practitioners carried out in the year 2015, over 600, 000 United States men who have sex with other men are living with HIV & AIDS (Schmidt, Carson & Jansen, 2019). Another factor that has contributed to the spread of HIV & AIDS in the United States is imprisonment. The penitentiary system in the United States has the largest prison population in the entire world. Health practitioners researched in 2015 showing that over 17000 US prisoners were HIV positive and most of them were men (Schmidt, Carson & Jansen, 2019). Another factor that has contributed to the spread of HIV & AIDS in the United State is the increased use of injection drugs among young people. Research from 2019 shows that more than 750000 US citizens use injection drugs and in the process chances of HIV & AIDS spreading among them is high.
The previous presidential administrations in the United States have created Agenda in addressing the rise of HIV infection. In 2010, former President Obama established the first US National HIV/AIDS strategy which he later updated in the year 2015 (Beyrer, Adimora, Hodder, Hopkins, Millett, Mon & Mayer, 2021). This HIV/AIDS strategy had four main agendas; reducing the spread of the virus and improving the access to healthcare services for people living with HIV/AIDS. The third agenda of this strategy was to reduce HIV/AIDS disparities and the fourth agenda was to create national coordination to the response of the HIV pandemic. However, during the administration of the following president, Trump, several issues rose due to the approaches that the administration had towards the control of HIV/AIDS. By the year 2017, members of the Presidential Advisory Council who worked in the National HIV/AIDS Strategy had ceased working (Beyrer, Adimora, Hodder, Hopkins, Millett, Mon & Mayer, 2021). Later in the year 2019, President Trump pledged to the United States Citizens to eliminate the HIV menace within ten years. In March 2019, Trump re-staffed Presidential Advisory Council on HIV/AIDS that is still working up to date.
In terms of resource allocations, President Obama believed that to stop the HIV menace, it was important to initiate smart investment. Through the PEPFAR, President Obama issued $1100 per patient, as a way of enabling them to access medical services. In the year 2019, President Trump on the other hand initiated a budget of $ 291 Million funds to propel the Domestic HIV goals and a portion as a global aid to fight the HIV/AIDS menace (Fauci, Redfield, Sigounas, Weahkee & Giroir,2019). Therefore, Trump's control was not only a domestic approach but also a global approach. In November 2020, the current President, Biden Administration proposed a $267 million project that will help in HIV/ AIDS testing, treatment, and control.
The administrative agency that is more likely to help me address the issue of HIV/AIDS is the Center for Disease Control and Prevention, CDC. The CDC is a public health agency in the United States that aims in saving lives and protect US citizens from health threats (Fauci, Redfield, Sigounas, Weahkee & Giroir,2019). The reason why I consider the CDC the most effective agency that will help me address the HIV / AIDS menace is because the CDC has fewer political agendas compared to other health agencies. Therefore, the CDC is the best health agency since it focuses mainly on the health institutional agenda.
The reason why I think HIV/AIDS issue has remained to be an agenda for the current and the previous two presidents is because of the health threats the HIV infection has on the American citizens. HIV/AIDS menace has not only health threats but also economic threats due to the resources the US government will use in addressing the menace if it continues to spread. For the previous and current presidents, the main sponsor that I would select from the three is President Obama due to the vast strategies he had on fight toward the HIV menace.
Conclusion
HIV/AIDS is not only a menace affecting the United State but also a global threat that other countries need to focus on. In the United States, the most affected population is men who are having sex with other men especially African American men. Several factors such as imprisonment and increased drug use have contributed to the spread of the menace. The previous two presidents and the current have made efforts to address the HIV/AIDS menace and with continuous modern medical efforts, the United State government will be able to control the menace.
