WHO: the Cal Aces gang of unknown address is suspected of terrorizing the streets of Santa Ana and jeopardizing the safety of citizens of America by robbing convenience stores. Intelligence has revealed that the gang members are located across Orange County, and further steps are vital to determine their operational route. A zone reconnaissance is necessary to obtain detailed information on Cal Aces’ forces, routes and terrain (Department of the Army, 2015).
WHAT: the investigation will be conducted covertly and in secret to avoid being noticed. The chances are high that the suspects may halt their operations if they realize they are being watched. A special unit undercover task force of ten investigators will be stationed across the gang’s target areas. They will provide reconnaissance on their members who are known to disguise themselves in blue surgical masks, brown hats and regular hoodies.
WHEN: the operation will take place between 1030hours to 2200hours, which is when their targets are operational. Based on the report from the referring agency’s intelligence report, it is believed that the Cal Aces gang strikes two targets each day between those hours. The operation will be conducted for seven days to ensure enough information is collected to gather strong evidence against the gang members.
WHERE: According to intelligence, Cal Aces gangs mostly target convenience stores that are Active from Wilshire Avenue to McFadden Avenue and Jerome Park to Raitt Street, Orange County, CA (Fausto, 2019). Cpl. Anthony Bertagna says that the attacks are becoming a norm across all the convenience stores on the street.
WHY: The release of inmates within the area due to the COVID-19 pandemic has contributed to ex-cons rejoining their gangs. Also, the regulations to wear masks have allowed criminals to benefit from the pandemic as they are not easily identifiable behind the masks. Intelligence records show that convenience store robberies have increased by 50% since lockdowns were enforced (Kossoff, 2020). The groups of 10 investigators will be stationed to gather information and intelligence that will be used to determine the success of current and future interventions (Department of the Army, 2015).
HOW: On 30th July 2020, at 4 hours past sunrise (approximately 10:30), undercover agents will patrol the streets of Wilshire Avenue to McFadden Avenue and Jerome Park to Raitt Street, Orange County, CA. They will record mobile and stationary surveillance of all suspicious individuals within the stipulated zone. They will lookout for individuals who fit the given profile of wearing surgical masks, brown hats, and hoodies to determine the Cal Aces gang’s route and force. The assignment will be carried out for seven days or until enough evidence is gathered to narrow down the gang operations and arrest.

WHAT: In summary of the above-mentioned, I request the following: 10 special unit undercover agents to serve as manpower, $324,000/= financial aid, firearms, remote recording technology, police van, clearance of Bunch Alley for the days, and one large hall within the Santa Anna Police department.
WHY: Since there are four streets to be patrolled, each street will have two agents while the extra two will remain at the police van that will be stationed on Bunch Alley. The financial aid will be used to pay the county government to clear the alley for our operations and pay the agents a daily service allowance. Firearms will be necessary for the protection in case of a threat. Back at the station, there is a need for a room where all involved personnel can discuss the issue.
