Rather than voting on separate bills individually, an omnibus bill packages several bills together on a similar topic or budget category into one piece of legislation (McGowan, 2022). This allows Congress to consider and vote on numerous proposals at once. A mini-bus is simply a smaller bus used for transporting fewer passengers than a full-size bus.
Why might congressional leadership like to use omnibus bills?
